The Ministry of Home Affairs (MHA) announced ‘PRAHAAR’, the country’s inaugural national counter‑terrorism framework, outlining strategic, operational and legal measures to combat terrorism.

New Delhi – The Ministry of Home Affairs unveiled ‘PRAHAAR’, marking the first ever comprehensive counter‑terrorism policy at the national level. The document was presented to the media as a strategic blueprint aimed at strengthening India’s internal security architecture.

PRAHAAR integrates intelligence sharing, rapid response mechanisms, community outreach and legal reforms into a single operational framework. It calls for tighter coordination among central and state police, paramilitary forces and intelligence agencies, while also emphasizing the role of technology and data analytics in pre‑empting threats.

The policy arrives amid heightened concerns over cross‑border infiltration and home‑grown extremist networks. Officials said PRAHAAR will be rolled out across all states with periodic reviews to adapt to evolving threat scenarios, aligning India’s approach with international best practices.

Analysts view the launch as a decisive step toward a more unified and proactive security posture, potentially reducing response times and improving the effectiveness of counter‑terror operations nationwide.
