The Jammu and Kashmir administration has officially notified regulations governing private universities, with Chief Minister Mohammad Abdullah Omar stating the move aims to enhance the region’s higher‑education landscape.

The Jammu and Kashmir government has notified a comprehensive set of rules that will govern the establishment, accreditation and functioning of private universities across the union territory. The notification outlines the procedural requirements that institutions must satisfy to obtain and retain recognition, including standards for faculty qualifications, infrastructure, and financial viability.

Chief Minister Mohammad Abdullah Omar highlighted that the regulatory framework is intended to broaden access to quality higher education and to raise academic standards in the region. He emphasized that a robust private‑university sector can complement public institutions, offering more choices for students and fostering research and innovation.

Under the new rules, private universities will be required to seek approval from the state higher‑education authority before launching new programmes, and they must undergo periodic audits to ensure compliance with the stipulated norms. The government indicated that these measures are aimed at preventing sub‑standard institutions and protecting student interests.

The administration plans to monitor implementation closely and will review the impact of the regulations in the coming months, with a view to further strengthening the higher‑education ecosystem in Jammu and Kashmir.
